i'm guessing that this cartoon is trying to convey the disagreement between the two. i know that they are always arguing and this cartoon represents how they don't agree on the terms of peace and being at peace with one another.

In the cartoon there are two painters painting a peace sign but they don't meet up with one another. one painter has the Israel flag and the other has the Pakistan flag.
